From October 26th to 27th, the theme interview activity of "High-quality Development Research Bank" cooperated with the east and west to investigate Qixingguan District and Nayong County in Bijie, Guizhou Province on industrial development.
First, mountain students become Cantonese cuisine masters
Bijie Vocational and Technical College was founded in 1956. In recent years, the school has seized the opportunity of cooperation between the east and the west and high-quality development policies, carried out segmented training with 18 head enterprises such as Guangzhou Restaurant and Guangzhou Automobile Group, and Guangzhou Institute of Light Industry Technicians, and implemented the "order-based" talent training strategy.
Among them, the "Cantonese Cuisine Master" (Bijie) training base relies on "Cantonese Cuisine Master — — Lingnan class ""Cantonese cuisine master — — Guangzhou Restaurant Class, two cooperative classes, through school-school cooperation, school-enterprise cooperation and directional training, realizes enrollment as employment and whole-process training.
The college tailor-made teaching courses for "order class" students, from Cantonese culture and cooking skills to Cantonese culture and Cantonese courses, and laid a solid foundation for students’ internship and employment in Guangzhou through various forms such as expert lectures, discussion and exchange, and practical operation.
At present, Bijie Vocational and Technical College has opened more than 50 order classes in catering, housekeeping and mechanics, and trained talents through orders, helping nearly 2,000 families to continuously consolidate the results of poverty alleviation. More than 260 graduates have joined relevant enterprises in Guangzhou to achieve high-quality employment.

Second, the well-known hand-run factory opened from Dongguan to Bijie.
Mingyue Arts and Crafts Co., Ltd., located in Qixingguan District, Bijie, is a high-quality enterprise introduced from Dongguan, Guangdong Province by the cooperation of the east and west of Guangdong and Guizhou. The company cooperates with well-known animation and game copyright parties. With the popularity of IP such as Lufei and Wei Wuxian, the products are in short supply and exported to Japan, Europe, America and Southeast Asia.
The Investment Promotion Bureau of Qixingguan District has visited Dongguan many times to talk about investment advantages and preferential policies, which eventually led to the establishment of enterprises. After the company settled down, the relevant departments provided various services to solve the problems in the development of the enterprise.
Wang Dongyang, general manager of the company, said that as a labor-intensive enterprise, the company’s further development and growth encountered bottlenecks, and Bijie’s human resources advantage was an important reason to attract the company to settle down. Wang Dongyang said that the salaries of staff in Bijie factory are also paid according to Guangdong standards. The average monthly salary of front-line employees in the workshop is 4,000 yuan, hand-painted 6,000-8,000 yuan, and the supervisor level is more than 10,000 yuan. Local people can find jobs at their doorsteps, so they don’t have to go to Guangdong.
Since it officially settled in Bijie in February 2021, Mingyue Company has more than 1,400 employees and cultivated a large number of hand-painted skilled workers.

Third, living upstairs is good, and employment downstairs is good
Bai Yang Lin Street, Qixingguan District, Bijie City is the largest resettlement site for ex situ poverty alleviation in Guizhou Province. More than 7,000 resettlement houses have been built, and 29,000 people have been resettled, including about 25,800 people who have been lifted out of poverty.
Relocation of ex situ poverty alleviation should not only solve the problem of "housing", but also make the relocated people fully employed and realize "living at home upstairs and employment downstairs".
In recent years, many measures have been taken to develop employment service data platform in multi-industry fields in Bai Yang, collect and integrate information on recruitment resources inside and outside the province, and make policies for relocated families with labor force. The streets adopt the methods of establishing employment assistance workshops and developing public welfare posts to guide the relocated people to find jobs nearby and go out to work. At the same time, revitalize the use of resources such as commercial facades and idle sites, encourage the relocated people to start their own businesses, and realize that every household has employment and everyone has something to do.
By deepening the cooperation between the east and the west, holding a special job fair for employment and poverty alleviation, webcasting with posts, etc., the labor force of resettlement sites will be transported to economically developed areas such as the Yangtze River Delta and the Pearl River Delta, and the employment rate of people out of poverty will be further improved. At present, there are 14,028 laborers in Linjie District of Bai Yang, and 13,329 people have been employed, with an employment rate of 95%.

Four, labor export counties to attract investment to promote "geese return"
Nayong county is a big labor export county in Bijie city, and migrant workers are still the main source of income for many families. In order to help more people find jobs nearby, the local government vigorously implemented the "Yan Gui Project", increased investment, continued to promote the development of county economy and industry, and introduced a number of outstanding enterprises such as Hong Kong Jingyuan International Group, Senda International Group and Shenzhen Boyi Industry to settle down. In order to let enterprises settle in with peace of mind, the Nayong county government provides enterprises with supporting facilities such as factories, and at the same time, it also makes every effort to help enterprises recruit workers in various towns and villages.
Jinghuang Garment Co., Ltd. is a wholly-owned subsidiary of Hong Kong Jingyuan International Group and one of the key projects introduced by Nayong County. It settled in Nayong Economic Development Zone in January 2022. The total investment of the project is 150 million yuan, which will be built in two phases. The first phase invested 30 million yuan and used 38,000 square meters of workshops, offices and supporting houses, which has led to more than 1,600 jobs.
The company specializes in providing OEM services for more than 50 international first-line brands. From January to September, 2023, Jinghuang Garment Company’s output reached 9.59 million pieces, with an output value of 308 million yuan and a tax revenue of more than 17.2 million yuan, which effectively promoted the high-quality development of Nayong and rural revitalization, and became a stable employment base for rural laborers in Nayong County’s "one county and one enterprise" cooperation, which is a typical representative of the cooperation between the east and the west.
